Can my account really be suspended just because someone reported an answer I submitted simply because they didn't like my response. It wasn't offensive in comparison to other answers I see constantly on Y!A. And is there any way to get it back, or does appealing to Yahoo not actually do anything?

Sometimes appealing does something, and sometimes it doesn't. Since it's Yahoo's program, I guess they can do just about anything they want, regardless of their rules. That's often how it works in life. God Bless you.
