How does a non American open an online brokerage account? scottrade or etrade allow only US citizens.?

I have visited sites such as scottrade, etrade and ameritrade and they only allow US citizens to have accounts.
How does a non American open an online brokerage account? scottrade or etrade allow only US citizens.?
It's not difficult, but you will probably have to call them instead of applying online. They may also impose a minimum balance requirement, but the hardest part will probably be providing the identification they need (when you open an account with an online broker you need to provide identication proving who you are and where you live).





The reason the website application is limited to US citizens is that they don't want to hit problems with regulators by (for example) allowing a German citizen to buy a mutual fund that isn't registered for sale to Germans.





I am a UK citizen with an account with TD Ameritrade. They run a UK specific section on their site, which will not allow me to buy things like US mutual funds or ISA's (UK tax free accounts). The important point is that the commission charges are the same as on the US site (ie: significantly lower than I would get on an account with a UK broker) and I can buy any US shares I want.
